POLEMARCH'S PEN


Brothers, welcome back for a new operational year. I am extremely excited and confident that the Southern Province will continue to make tremendous strides and will continue to be the standard for all twelve Provinces in the Fraternity. There is a great expectation, as well as obligation, of each chapter in the Southern Province to be in "good standing" for this upcoming fiscal year. It may be somewhat challenging to a few, especially since we are returning from the 78th Grand Chapter Meeting and having Province obligations to meet. It is a requirement just the same. As you will see from reading this correspondence, the C. Rodger Wilson Leadership Conference is approximately a month and a half away (September 14 - 16), the chapter Polemarch's Retreat is scheduled to be held January 2008, the location is still being negotiated, and the 58th Province Council Meeting will be held March 13 - 16, 2008 in Tampa, Florida. Please plan your chapter budgets accordingly.

I extend my sincerest gratitude for the support you have given me as your Province Polemarch. It is an honor and a privilege to serve you and I look forward to continuing to serve you. I welcome and solicit all input, ideas and thoughts as we prepare for the new operational year in the Southern Province. I am in the process of reassigning committees. Members interested in serving on a particular committee should express interest by emailing me.

In addition to being re-elected Grand Histoian, Dr. Ralph J. Bryson was elected to receive the coveted Laurel Wreath. Immediate Past Junior Vice Polemarch, Florida, Charles H.F. Davis, III was awarded the Guy L. Grant Award. Brother Cleo Thomas was reappointed General Counsel and Brother Dr. Keflyn Reed was reappointed Journal Editor. The Southern Province is proud of these very worthy accomplishments.

Administrative Matters

(A.) Province Dues
Please be reminded that Province dues are due and payable September 1. Undergraduate dues are $15 and Alumni member dues are $20. Please remit your payments directly to Brother Ralph Altice, Province Keeper of Exchequer, 601 Savannah Street, Mobile, AL 36603. Brother Altice will in turn forward the names to be processed and the cards will be mailed to the individual chapters immediately. Every member in the Southern Province is required to pay province dues annually to be in good standing. This includes individual brothers who are members of chapters where the Province or the Grand Board of Directors has levied disciplinary actions on said chapters. In those cases where a chapter's charter has been revoked or suspended, the brothers are reminded that as individual Kappa men, you are still eligible to participate as long as you are financial, although your chapter's charter has been recalled.

(B.) Chapter Certification
As you should know, the Grand Board of Directors mandated all chapters to complete a certification process. I am attaching a copy of the check off form to be included with your chapter certification packets. Please be advised that each chapter is to mail its certification material directly to me in order to complete the process. Please note the mailing address on the letterhead. Chapter certification is an annual requirement of all chapters. Feel free to contact me should you have questions or problems. Do not mail in this form alone, I will need copies of your officers report, tax report, proof of guide right or community service and other documentation to support that your chapter has met the guidelines established.

Part of the certification process includes verification of complete archives; all chapters should bring their archives to the C. Rodger Wilson Leadership Conference in Tallahassee for verification. However, to circumvent this and to prevent you from traveling with your archives, you may make arrangements with one of the Province Board of Directors to review your chapters' archives before the Conference.

(C.) Officers Report
All chapters must submit an officer�s report as required by the Fraternity's Constitution and Statutes. This document should be sent to International Headquarters, the Province Polemarch and Province Keeper of Records, Dr. Reed. A copy of this report should also be submitted along with your Chapter Certification materials. Undergraduates should hold elections immediately upon return to their respective campuses for the fall term. If your chapter has not done so, please submit an officer's report to the aforementioned offices immediately. It is vitally important that these reports be submitted in a timely manner in order for your chapter to receive correspondence from these offices.

(D.) C. Rodger Wilson Leadership Conference
The C. Rodger Wilson Leadership Conference will be held September 14-16, 2007 at the Ramada Inn Conference Center, 2900 Monroe Street (I10), Tallahassee, Florida 32303. The telephone number for registration is (850) 386-1027. The hotel registration deadline is August 31, 2007. All chapters are encouraged to have representation present. Chapters and brothers who will be in attendance at the CRWLC should make reservations immediately and direct it to the hotel to insure that the Province makes its guaranteed room commitment. Also, the Florida A&M University Rattlers will be hosting a football game versus the Howard University Bisons in Tallahassee this same weekend. Conference registration is $75 for each chapter. There is not an individual registration fee; a chapter may send as many representatives as it wishes under one registration fee. All chapters are encouraged to send their Polemarch, Keeper of Records and Exchequer, Membership Intake Chairman and major committee chairmen to the C. Rodger Wilson Leadership Conference. It is imperative that Chapter Advisors be in attendance. This conference is an opportunity for leadership development and procedural training pertaining to chapter operations.

(E.) Membership Intake
The next membership intake cluster opportunity is scheduled for November 16 - 17, 2007 at Alabama State University, Montgomery, Alabama. The deadline to submit Intake (for the Alabama Cluster) requests and applications is October 26, 2007. Hotel information is forthcoming. The Florida Cluster will be held December 7 - 8, 2007 in Jacksonville, Florida. The deadline to submit Intake (for the Florida Cluster) requests and applications is November 23, 2007. Please be advised that all fees and required documents are to be submitted to me by these deadlines. NO EXCEPTIONS. Remember that chapter certification must be complete to be eligible for membership intake. Chapters certified during the fall semester do not have to be re-certified in the spring.

(F.) Tax Forms
At the end of each fiscal year (October 1, - September 30,) each chapter is required to file a form #990 with the Internal Revenue Service. Schedules A should be filed with International Headquarters by chapters grossing less than $25,000 and Schedule B should be filed by all other chapters. Failure to file this form could result in a $10 per day penalty. Please make sure that your chapters' Keeper of Exchequer files this report by November 30.

(G.) Chapter Advisors
All Undergraduate Chapter Advisors must be appointed by the Province Polemarch. Alumni chapters are encouraged to recommend brothers to serve as advisors who will give the undergraduates their priority in Kappa Alpha Psi. Each Alumni chapter is also encouraged to establish a committee to assist advisors in working with the undergraduate chapter. There will be an advisors workshop presented at the C. Rodger Wilson Leadership Conference. Chapter advisors� attendance is a must and made mandatory by the Province Polemarch.

It is also very important that alumni extend themselves to insure that our undergraduates remain a vital part of your community, your city and on the college campus. Therefore, joint program activities and mentorship is encouraged as we seek to train for leadership.

(H.) Guide Right
Each chapter should establish a viable Guide Right Program in their respective communities.

(I.) Chapter Polemarch's Retreat
The chapter Polemarch�s Retreat is tentatively scheduled to be held January, 2008. All chapter Polemarchs are required to attend and other Brothers are encouraged to attend. There will be an individual registration fee to cover materials and selected meals. Information will be disseminated in a timely manner.

(J.) 58TH Province Council
The 58th Southern Province Council will be held March 13 � March 16, 2008, in Tampa, Florida at the Hyatt Regency Tampa, 211 North Tampa Street, Tampa, FL 33602, (813) 225-1234. Each chapter will receive communications from the host chapter, Tampa Alumni, regarding the 58th Province Council. In addition, you should receive correspondence from the Province Keeper of Records and the Achievement Awards Committee Chair.

Each chapter must register at least one delegate to the Council meeting. Every effort should be made to meet the early registration deadline to avoid any additional expenses. In addition, each alumni chapter is encouraged to place an ad in the program booklet for the Council meeting.

(K.) Grand Chapter Insurance Program
As you know, grand Chapter has mandated all chapters to participate in a liability insurance program. At last reporting, only 4 of the eligible chapters in the Southern Province had not fulfilled their obligations to the Grand Chapter in this regard. Unless payment is made immediately, these chapters will be placed in an inactive status. Chapters not paying the premium are considered to not be in good standing. The premium for Undergraduate chapters is $400, and for Alumni chapters is $600. These premiums are for the 2008 year. Be advised that payment of the premium is also a criterion of the Chapter Certification Process.
